I agree. I came to the conclusion that the important information is how configurable the fan speed is. First and foremost if the card has a fan control chip, which most cards have. And secondly how low the lowest allowed fan speed is if you are concerned about idle noise. In my case my HIS 5770 allowed a slowest fan speed of around 900 rpm which caused an acceptable low level of idle noise. It was also supported by the manual ramp-up through MSI Afterburner which satisfied my control over the fan speed under high load.
