how to ban certain users from accessing internet

I live on the internet, however, my roommate's son comes over and uses the net for what shouldnt be used for and I want to block only his account (3 accounts on my win xp pro system)

I know it is possible, but I have tried several things but it is system wide that I keep doing so it is useless for me to do that..

Any help?!?!?!?

Set a bogus proxy on his accounts web browser(s). If he is smart enough to check that you can hide the connection settings in IE using gpedit.msc.
Go to start>run and type gpedit.msc.
Go to Administrative Templates>Windows Components>Internet Explorer>Internet Control Panel.
Double click on "disable the connections page" and choose disable.

This will disable it for all users but since you dont have false info on your other accounts it shouldn't be a problem. If you ever need to change that setting later you can go back to gpedit.msc and re-enable that page.
