digital camera and webcam functionality

Hello,
I have no knowledge in cameras area.
I am looking for a digital camera that I can control through the
computer like I control a webcam (e.g. take snapshots on mouse click).
I would use a good webcam if only it would provide me of a good
quality snapshot. If I understand correctly, a webcam cannot give me a
good quality capture. Am I right?

- Can anyone suggest a digital camera reasonably priced that functions
as a webcam?
- Can anyone suggest a webcam that can give good quality captures?

- GENERAL QUESTION: When operating a digital camera as a webcam and
taking a snapshote, will the quality of the picture be the same as if
taken from the camera (not in webcam mode)?
