Try a couple internet speed tests to see what you get.
Make sure your computer is fully updated (virus protection, firewall, windows updates, etc)
Scan for spyware and viruses
Disable ICMP on your wan connection (if possible)

Read this and it'll tell you what to disable and what to do to prevent this. You may want to consider picking up a router to block those ports which would take the lag off your computer. You can also hide your WAN IP address from the outside which may help in reducing attacks. A router runs about $50.

To answer you other question, there really isnt a good way to say for sure if your Admin is throttling your connection. But the speed tests will at least give you a good idea.
