Hi, I'm not really sure where to put this, so I apologies if it is in the wrong place.

I have an old Pentium 4 1.7 in my living room, but the fan is far too loud.

What silent cooler would you recommend? And maybe a power supply too, if thats ok?

I'm not really sure about any of the particulars of the processor or motherboard. I got the PC for free.

Scythe Ninja, Mine or the new one are all good. High performance and low noise. Seasonic are my own preferred brand for a whisper-quiet PSU.

i will second the scythe ninja, i have one myself and it is great. if you are using it wil a p4 1.7 then you should be able to use it completely passively (no fan, no noise).

as for the psu, seasonic is great as well as antec. get one with a 120mm fan that advertises as "quite" and you cant go wrong. also, with a computer that old, i doubt you'll need a power rating of more than 350 watts. a 300 watt psu should do the trick.

pretty expensive but superb!
