will TT 430W PSU support my upgrade?

hi
im upgrading my system soon(the 1 in my sig) with a new MB and a x1950pro PCI-E.
so my 400W generic with 18A on +12V wont be enough?

i need a new case anyway for my other pc so i was thinking of getting a :
Thermaltake Soprano w/430W PSU.

i also think that TT budget psu's are almost as bad as generic?
if so then i will be getting a NeoHE or TP trio 430W(which is better)

so will the TT do?

If it is the TR2 series then probably not since it is atx v1.3 single-rail...

the purepower model has dual-rail so that would be better.
