Here's a review comparing the E6300 vs the Pentium D 945. The 945 is also 3.4GHz like the 950, it just doesn't have Intel's Virtualization Technology enabled.

im using it for games and video decoding and the E6300 1.86 GHZ cost 30$ more than the pentium D 950 now i have the pentium D 830 iwant to see big diffrence in performance but i have limited budget i want to replace the PD 830 because hes overheated wen he is idle what do u recommend me

Everyone's telling you straight. It runs cool, even when moderately overclocked using the stock cooler. It's faster then a Pentium anything, no contest, because they're not even in the same league. It's simply a great processor, especially for the money. Trust us, you'll be extremely pleased with it. Just buck up and get the 6300. End of story.
