The power supplies that have a 120 millimeter fan on them are they made only for cases that have a vent on top of case or can they be placed upside down. Does it matter? What about venting efficiency?

The vent usually pulls air from inside the case and out the back, where you mount the PSU to your case... I'm kinda confused by your question...

Yes, you can mount some PSU's upside down, the Antec nine hundred lets you do this.

The 120mm fan is located in the exact same position as a normal 80mm fan item. Why you would think of installing it upside down, where there's maybe 1cm or less of space (and in some cases zero space) is utterly beyond reason.

PSUs are built to the ATX STANDARD.

What part of "ATX Standard" do you not understand?

the top fan of the psu is going to be right up against the top of the case, right?

No, just because the psu in the picture shows the fan at the top does not mean you install it that way. You place the fan at the bottom, right above the cpu, this fan draws air into the psu then the back fan pushes it out.
