I am setting a wired lan. I don't currently have broadband. I am going to get it within a 1 year. Can I use a router currently without have any broadband connection?

If the router has multiple Ports you should be able too. It might be a bit hard to setup, so ask your vendor.

Yes, to a router working out broadband. Just dont use the WAN port.

Some have serial ports for hooking up modems, mainly used for fall back.

even if it only has 1 LAN port, you can add switches/hubs as needed
