No. I normally see 70+ running.
A program usually needs the operating system to run quite a few processes.
A program may even need several instances of the same process running.
The operating system determines which processes need to be running. It is
sometimes necessary to stop and start processes manually, but this is rare
and done only when you are well informed of the need and procedures to do
it.
