Help with Dell laptop

i have recently recieved a dell inspiron 2200. For some reason the laptop does not turn on. When i press the power button 1 of the 2 green lights turn on. I was wondering what could cause this and if theres any way that i could fix it besides sending it to to dell or some laptop repair place. Please help .

Check your manual and see if the number/order of lights mean anything. (ie diagnostic lights)
