I'm building a PC, but I'm getting a "no signal" message on my Acer LCD AL1916 monitor. I do not hear any booting or posting noises or beeps.

I've tested the monitor with my laptop, and it works fine.

I've tried disconnecting the power from the hard drive and DVD drive and only have the Video card and fans connected to the power supply.

All the fans are working fine. There is a red light on the vid card, but I don't know what that means. Also I made sure power was connected to the card.

I've tried rotating memory in the slots and using only one stick

I've also tried reseating the card and putting it in the other PCI x16 slot.

I have:

Sapphire X1950pro card.
Asus P5B Deluxe WiFi
Corsair 2x1GB DDR2-800 6400C4
Samsung DVD Burner
Segate 320GB HD
Intel E6600 Core 2 Duo
PC Power & Cooling 610W power supply

You mean you connected the aux PCI-E 6 pin power connector on the end of the card, right?

Try using the VGA cable (not DVI cable) of the Acer AL1916 with the DVI-VGA Dsub adapter, and try both of the DVI ports.
