I have this mobo on order with an E6600 as well as an Arctic Cooler Freezer 7 Pro.
Also have Corsair XMS2-6400 C4 memory.

I want to over clock the E6600 to either 2.9hz or hopefully to 3.6hz.

I am now concerned whether this cooler will be able to handle this??
Would a Zalman CNPS9700 be better?

Or what ???

You will just have to try and go for it since you already have the CPU and cooler.

The Arctic Cooler is on order I can return it and it only cost $28.
So what would be good/great cooler for this setup?

The AC7 will get you to 3.6Ghz, but idk if yould be comfortable with temps above 65c on load...
How much could you stretch the cooler budget?

I would be willing to spend what ever it takes to not have to worry about over heating the CPU.

(not H2O though)

I only consider overheating above 80c, but ill take your word for it:
Tuniq Tower 120 with FM121 fan
or if you cant find it on stock:
Scythe Infinity or Thermalright Ultra-120 with dual FM121s in push&pull setup.
Both of these perfectly lapped and with good thermal compound (not AS5).
