CPU: E6300 Core 2 Duo or 3800+ X2 (or higher)
Memory: 512 Meg (prefer 1 Gig)
Video: ATI X1600 or higher or nVidia 7600 or higher
I would say 1gb is a must nowadays.

Not a must, games such as CSS only need about 512mb RAM for smooth performance. However if you're intending to play BF2/Oblivion 1gb is a must, 2gb is preferable.

THe X1600 isn´t really that good. I like the tech behind it and the plentiful shaders, but overall, the X1600 isn´t really up to it anymore (it´s cheap though. And cheap is beautiful).

Thats hard to answer, it all depends on what your looking for. A base low res system just to play with some eye candy on will probably run about $500. Thats assuming you have and OS, monitor, keyboard, mouse and DVD drive. You would have about $100 each for vid, cpu, ram and $50 for hard drive, case, motherboard and psu. This is very a tight budget but The system would play new game at low res and highish setting for the most part with a little OCing. With a budget around $700 with $200 each for vid and cpu you would get a alright gaming rig.

Let's see. Any Core 2 Duo/Athlon 64 X2 will suit you just fine. For graphics, I'd go with a 7600GT or X1800GTO (about $130 and $140 respectively) for a minimum specs rig. 1 GB of memory is good, not great, for XP (2 for Vista though). Other than that, a 400 watt power supply should do just fine, and any $100 motherboard should also do the trick. All in all, I'd say about $600 overall for a stable gaming rig.
