A friend of mine has built a system and he is now having problems with his on board sound.

Mobo-P5N32-SLI SE Deluxe (supports 5.1 surround)

He games and has purchased a Turtle Beach 5.1 headset. He hears fine with the headset, but when he speaks to other users (on Teamspeak) or when others speak, there is an echo.

Any suggestions?

Sounds like one of the settings in his sound software. For instance, when I installed BF2 there was a mic check with feedback for setting the mic level where I spoke "test, 1, 2, 3" and heard myself. But in the game it works normal.
