WHy doesnt my computer boot first time ???

I just finished my new rig (first time) and I havnt installed windows yet but what I want to know is why does my computer not boot straight away but almost turns off for one second after booting then boots the second time.

Is there something wrong or is it just because I havnt installed drivers and windows yet?? Help appreciated

usually that sort of thing is more along the lines of a mobo/ psu issue.

Sorry but I have realised that it is probably related to my wierd static electricity problem i am having (also posted on general homebuild).
