Hdd not able ti initializa

Hello,
I conect the sata Hard Disk throw usb cable.after that i am not able to access the Hard disk.
It is ditected in Disk management, but not able to see in My computer.
I tryed ti initializa the HDD but it getting error.i get below error.

"the request could not be performed because of an I/O device error"

Perhaps your USB adapter does not supply enough power to the drive?

The hard drive works fine when inside the PC?

Yep the drive might need more juice I have a few hd adapters and one will not spin up a 3.5 inch hd but the other works fine
