i took out one of my memory sticks and it's installing now. when it reboots next i'll make sure the voltages are high enough on the memory and try putting the chip back in. it'll suck if i have have to return the memory, but at least i'll know what the problem is.

so either memory chip will work if it's by itself. if i put in both chips, regardless of configuration, it won't work. it crashes and restarts as soon as it is about to load up windows. i guess this is a motherboard issue? this is driving me crazy.
