I just bought a new PSU, its the HIPER HPU-4M730-SS EPS12V v2.91 730W Power Supply 100 - 240 V http://www.newegg.com/Product/Product.asp?Item=N82E16817128008. When I plug it in, nothing is working. I dont hear any fan noise or anything from the power supply. The box says the voltage is 100-240. if its 100-240 it will work in the united states, correct?

So you have it plugged into the wall, the switch on the back switched to "I" and when you turn the PC on nothing happens? Just having the PSU plugged in and turned on won't show any signs of life until the button on the case is pressed.
 
tool is right, you will have to jump-start the "ps-on" atx header to simlulate a good mobo and place a minimal load on the +5 and +12 with a hdd or cdrom for it to fire up standalone.

Once you connect that circuit then it should work when you power the switch on.

There should be a switch for either 110/120 V, or 220/240 V. Make sure that its in the appropriate position for your location.
