Windows 7 32-bit memory access

Why would a newly installed workstation with 32-bit Windows 7 on it Say "Installed memory (RAM) 4.00 GB (1.50 GB usable)"?

..because you have other devices in the computer besides RAM which are also using the same address space.

1.5GB does seem rather low, what to you have in terms of graphics card(s)? And how much video memory do they have?
