Does anyone know if there is a way to remotely reboot a machine so
that it starts in Safe Mode ?

Use tip 2319 in the 'Tips & Tricks' at http://www.jsiinc.com to temporarily alter the default= line in the boot.ini prior to the remote restart (see PsShutsdown at tip 4086)
and alter it back in a batch script run from a registry runOnce entry, tip 16.
