USB POWER ON AFTER SHUTDOWN

Hello, MANUFACTERED PC'S DO NOT HAVE THIS PROBLEM, ONLY SELF MADE ONES. WHY? WHAT ARE THEY DOING THAT WE ARE NOT?

The answer may be in the BIOS under USB Legacy Support. That allows power to the Ports before the OS cuts in so you can boot from flash drives if you wish to.

Technically they are supposed to be powered at all times, thats what the 5V stand by rail of the power supply is for, it provides power to the motherboard for basic functions and to attached USB devices that the board recognizes. Prebuilt units generally have that function disabled on them but its should be enabled on all units and can be quite helpful(aka i can charge my phone after i shut down my rig at night).

Technically this isnt a "problem", its a feature which is built into good motherboards and power supplies and USB devices, so the lack of power when the system has shut down is technically the bug.
