CrossFire on non-CrossFire boards

I've been wondering about something that may concern my next choice of computer components. Previously I've been using SLI, and I know that SLI will only work on systems with NForce SLI motherboards. However, I'm somewhat confused about ATI CrossFire. I've read from multiple sources that ATI's high-end cards (i.e. the X19##s and X18##s) connect to each other through a dongle, and that low-end ones do so through the motherboard. Now, I'm pretty sure that this means that to use two X13##s or X16##s in CrossFire configuration I'd have to use a Xpress3200 or Intel motherboard, but I'm not sure about the high-end ones. Will they work on any motherboard with two PCI-Express x16 slots?

The reason I ask is because I've seen a number of server motherboards for Opterons and Xeons with two PCI-Express slots, but without chipsets stating that they support CrossFire. Would they work with two X1900s?
