Cache.DNS file

Hi All,

Have a questions here, how to edit the cache.dns file?

the reasons is that the root server in dns keep on giving drop packets from
the DC.
the dns in the company are only use for internal name resolution.
have tried removing the root server, but it keeps on reappearing.
also tried to clear the cache lookup, also the same thing. it will reappear
after refresh.

the cache.dns file entries are below:
