USB Removable Storage Drive Access Denied?

Actually I have Windows Server 2003 which is giving this message when a pen drive is applied.What to do ?

Hi

Have you checked the usb drive works correctly in another PC
(possibly faulty usb memory drive)

Is protection software such as Symantec Endpoint installed on the Server
(can be set to block access to usb devices unless on white list for domain or that system)
