I have the HP iPAQ 3715 and I wonder I can I receive internet via my mobile
phone (Nokia 6230) or any other
Also can receive internet via Bluetooth

Yes, you can. You need to have an account with GPRS enabled, then get the
username and password from your mobile operator.

Check the Bluetooth Guides (link in my sig below) for step-by-step
instructions.
