I recently set up a second hand Dell P791 17 inch monitor on my Pc. After doing so I now can no longer get 800x600 16 bit high color,this also applys to 256 color and 32 bit true color.Will I need to install drivers for the said monitor,if so were can I get them from.My os is windows 98.

Sounds like it. There should be an option in your advanced display settings to not "Hide all configurations not supported by this monitor". You could just click that off and select one you know your monitor can handle. Or you could do a google search on the monitor model and add the word drivers. I would have put a link to it, but I dont' know what OS you're using.
