I configured the Administrator profile and want to copy it to Default User
profile so that future users can get same settings. In the past, I have been
able to do so. But now, perhaps after running Windows Update, I'm unable to
do it. It seems that Windows has locked and existing file and does not let me
do the copy. Here's the error I get:
Windows cannot copy file C:\Documents and
Settings\Administrator\Cookies\index.dat to location C:\Documents and
Settings\Default User\Cookies\index.dat. Contact your network administrator.
If anyone has seen this problem, please advise if there is a fix.

Sounds like you are logging in under the same admin account you want to copy.
Its profile is in use and can't be copied. Solution is create another admin
account and use it to copy the profile.
