I have a Windows 2000 server running as the PDC and it has about 35 licenses
per seat and it keeps giving me Event errors saying it is out of licesnses.
When I look in the license manager it shows that about 50 are being used. My
question is that if I revoke everybody at night after they go home. Will it
just re-issue them back in the morning?

This component is buggy.
I recommend you stop and disable the license logging service on all your
Windows servers.
MS has given up on this component and so should you. It is disabled by
default on W2K3 Server. Manage your license compliance another way.
