set up the OU with some admin rights

I need to set up a small group in Europe with a server that is a part of my
existing domain. I created a OU but need to know how to set it up for this
group. Is there a article that instructs you how to set up remote office.

The main goal is to set up the OU so they would have some admin rights.
since the time difference would make it difficult to support

Use the delegation wizard to delegate rights to a specific OU user or group.
I'ld suggest a group or user that is a member of the OU.

procedure:
Log on as the Enterprise Administrator.
AD Users and Computers, right-click OU, choose "delegate control".
Add appropriate user or group and delegate the task in question.

Double check permissions granted by wizard by right-clicking OU again in AD
Users and Computers, choose properties. View Security tab -> advanced ->
Permissions tab. Verify the allow/ deny permissions for entity and what
objects they apply to. Refine selection here if required.
