"Insufficient system resources..." when creating new local..

"the following error occurred while attempting to create the user
administratorbk on computer server. Insufficient system resources exist to
complete the requested service"

- right click my computer
- select manage
- local users + gps
- entered new user details
- select "create"
- at this stage i got the error above

13Gb free on disk (i can copy 100mb to c no problem)
141 reg size (600 mb max)
page file on c = 2Gb (maz 4gb)
1gb ram
im using AD but am creating a local account
win2k advanced server (member on 2K AD domain)

can anyone help ?

Are you getting any errors in the event logs when this occurs? This
information will be helpful in solving the issue since the error is such a
generic error message.

Open Task Manager to see what programs are taking up your resources. There
could be certain (unwanted) programs that's hogging resources. Also, make
sure you don't have a trojan or virus.

Lastly, check your free hard drive space, swap file, RAM, and cache, which
play a role with resources.

I wish it was that simple:

-13GB free hard disk space
-141 reg size - 600 max (when exporting registry it was 151mb strangely)
-2000mb page file - 4000mb max
-av is up to date
-patches up to date
- a dual cpu machine, 1gb ram
- runns ras, terminal services but no users connected.
