Can anyone tell me the physical properties on which it is decided if a cable is to be used for broadband or baseband transmission.

Typical use of baseband cable? Coax - like your cable TV. It's more of a one-way transmission.
Broadband would be your Cat5 which is capable of sending back and forther more efficiently.
