Safe volts?????

Ok quick question I got my E6300 at 2.61ghz and its at 1.369volts running at 32c Idle according to core temp beta. Now is this voltage safe I dont wanna have cpu that only last a year.

You should be fine at those voltages. 32C at idle is good temp reading. What temps are you getting with load on both cores? A little increase in voltage on your c2d e6300 will not harm a cpu a lot maybe a little. But consider an average cpu life expentancy is around 10 years.
