Can anyone suggest an application that will allow me to add / remove files
and applications using a CAB file? This is possible as far as I understand
isn't it?

Not understood your exact problem,
Do you want to add/remove files to existing CAB file or you want to
create a new CAB file with your files.
If you want to create new CAB file Cab Wizard application is the one
with which you can achieve. If you have EVT ot VS.Net 2003 you can
proceed creating CAB file.
You need to edit inf file to include files and remove files.

I can't seem to select a platform in the cab builder in VS.NET 2003. Do I
need EVT or similar installed to do this?

You cannot select in cab builder in VS.Net 2003, you need to manually
edit inf file or the YourApplication\obj\Debug\BuildCab.bat file for
specific platform.
