I installed and then un installed a program on my PPC running the 2002
OS. Now, when I power on or start an app, ex. NOTES, I get the
message with the title bar of "NOTIFICATION ERROR" and the message
"CANNOT EXECUTE \program files\quickpoint.exe" I searched for the
program name in the registry and in memory (text search), but can not
find any reference. Also checked the \windows\startup and other
directories.

Any idea where else to look and how to stop the PDA from attempting to
start the app?

Grab a notification maintenance program and blow away the notification set
to fire the executable. One of the best (and free) is CheckNotifications
from Scarybear Software.

While you are there you might find some other notifications that are
duplicates or annoying otherwise - just be gentle if yo are not certain what
they do.
