Are you sure OS X has been completely removed? If you hold-down alt on power-up does it give any other boot options?

I assume that this macbook air does not have a CD-drive? If so, you will have to do it with a thumb-drive, which is totally do-able if you google it.

Simply restart the MBA, hold down the OPTION key as soon as you hear the chime, select the recovery "drive" from the icon list that shows up (not the internal HDD), and it will reinstall OS X over the top of the previous installation. Note, this SHOULDN'T erase any data/applications, but back it if possible up just to be sure. Oh, and do yourself a favor and plug it in to your router directly as opposed to wifi during this process.
