After upgrade fram 2000 server to 2003

Hi Guys

I have 2 question:

1.After i upgrade my window 2000 DC to Windows 2003 i can not see de options,
Active Directory Users and computers,Active Directory trust and active
Directory Site and services in Administrator tools in my start menu.
but i can Add this items from MMC.

2.if i go to Local Policy from start menu and then if i chose any of the
options there like Account policy i can not change most of the policys i mean
the policys are there but i can not add or remove any one to them.

Any Idea?
