SATA drive not being recognized

I have a seagate 7200.9 250GB drive that I am trying to get to hotswap on my system. It worked in the Rosewill external case I had it in through my other systems USB port but when I hooked it up to my new system through the SATA port, it worked for a time but will not be recognized at all now. If I have it attached at boot, it will hang on finding the SATA drives. When I remove the drive, the system continues to boot fine but when I try to plug it in after winXP SP2 loads, Win can't find it. When I go into disk management and rescan disks, it locks disk manager. Also if I am running Itunes, my music starts skipping. That tells me it is trying to do something but I can't figure it out. All of my drivers are loaded and seem to be working. Any ideas on this?

It's a new drive but worked two weeks ago before I went on vacation.

Came back and it doesn't work.

My neighbor tried to use it with her USB port but it did not work there and now it doesn't work on my SATA port.
