I have .NET Framework 1.1 installed on my machine. I started to notice that
various programs that use the .NET Framework were losing functionality, such
as printing and other things. I noticed that some dll's were missing.

vjslib.dll
vjslibcw.dll
vjslibvi.dll

Maybe more are missing, but this is all that I could find because they were
in an error message in one of the programs I use. I tried to simply copy the
files over from another machine, and register them, but I was un-successfull.
I decided I would just un-install .NET Framework and re-install it. When I
went to add/remove programs, I got this error message:

This patch package could not be opened. Verify that the patch package
exists and that you can access it, or contact the application vendor to
verify that this is a valid Windows Installer patch package.

What can I do to fix my problem, or to repair my .NET Framework
installation? Thanks.

I noticed that the WSUS installer [1] appeared to install the .NET 1.1
framework, even though I already had the framework installed.
When you uninstall WSUS, it doesn't uninstall the framework.

What makes you think these are .NET dlls? They start out vj*** that is
Visual J++ if I am not mistaken which has long time bit the dust.
