Ron, you will need to logon to the Speedtouch510 and setup a NAPT
Go to http://10.0.0.138 and login
Now select Advanced > NAPT and click on New
Leave Protocol as it (TCP)
Inside IP is the LAN IP of the webcam
Leave outside IP: 0.0.0.0
I'm not sure what your inside port is, but as you can access it, you will
know. Use that for the Inside and Outside port.
Click on Apply, and Save all (left top)

Hmm thas no good.. It should work (I think)
Are you maybe also behind an other router? (Internet <> Speedtouch510 <>
router <> webcam) If so, you will also need to set the correct port in the
router.
Also... To make sure that the port is open you should get a friend (outside
the network) to scan on the webcan port and see if it's open (I think it's
1024)
(I did do a scan on your IP, and got nothing back)

Said he has WRT54GX Router
He needs to pass real IP to it from the modem
Sounds like he needs the router in bridge mode.
