trying to stop IE from starting automatically

Hi,
I can't stop IE 6.0.2800 from starting automatically with WIN 2000
5.00.2195. I have looked in my start up folder and it is not there. I've
looked in the ADMIN, the all users and default users start up folders and
none of them have IE in them.
So I can't figure out why IE is starting up when the system boots into
windows.
ANy ideas as to how to stop IE from starting sutomatically?

Where does it go when it starts up? Is there some application you have
running that starts up and wants to update but uses your default browser to
head to the internet for the updates? You can also look with this tool:
