My hp laptop keep restarting over and over again

my hp laptop keeps restarting over and over. I see my window 7 blue screen but another window show up scanning and it say restore system. I don't know what to do. I have done everything that it keeps asking to do and nothing happens.HELP

I wouldn't recommend a reinstall as a first troubleshooting step. You could try a repair from restore/install media or find out what the blue screen says and fix that if possible.
Windows automatically restarts after failures like blue screens. You can disable this temporarily by pressing F8 during the boot up process. Select Advanced Boot Options. Select disable automatic restart on system failure. When the blue screen comes up record the STOP code, the 0x00... after the Stop: and search for that STOP code online or post here for more help.
