Unable to Shrink Partition

For some reason, I'm unable to shrink my "storage" partition.

Gives me the error "Virtual Disk Manager: The Services cannot be started, either because it is disabled or because it has no enabled devices associated with it"

The differences I see with my partitions, is my storage one is only "Healthy (Logical Drive)" While the rest of my partitions is Health (Primary Partition). (Games, Program, and Swap File). They are on a 750GB Hard Drive.

I have an SSD as the main partition with the OS on it.
