Brand New 7900GTX Help Plz

The last 'cowboy' eBayer I dealt with didn't ship the item I bought from him. After a few e-mails with no replies I filed a PayPal complaint (you have to wait 15 days). They gave him a few days to reply, and seeing as he didn't I got a full refund.

The great thing was that the item arrived a few days later - the guy hadn't posted it until nearly 4 weeks after the auction had finished (breaking his own terms on the listing and entitling me to a refund). Free t-shirt woop! Only wish I'd ordered a Mac Pro

Anyway, my point is that if the item is significantly not as described then bombard the seller with e-mails (about 3 a day) and then file a PayPal complaint if they don't give you what you want. At the end of the day, PayPal will look over the case if an agreement can't be made, and if you're in the right you should get your cash back.
