Installed drivers?
Newest drivers?

or

Bad card...burnt out section in memory/GPU.

I had a card do that, and it had a part of the GPU toasted.

Sounds like a bad card. Is the Bios screen screwy as well, or is it only when you boot into windows that the video goes nuts? Try this:

Reset CPU + Mem to stock speeds. Make sure your PCI is set to stock as well if you've upped voltage to it.

Boot into safe mode. Remove all previous video drivers completely. Set display to VGA mode. Restart.

When windows boots, try to install new drivers.

If it's screwy on the BIOS screen, then it's hosed. Hopefully it came with money-back, if not, file a complaint with e-bay. It can be a challenge to find reputable dealers on e-bay at times, sorry for your bad luck.

I think your card is toast, hopefully you got it from a good seller and he/she might let you return it.

Otherwise, your out of luck, And why is this thread in the CPU section??

7900GX2:
a) Doesn't exist.
b) Isn't "DX10".

If you can return it, return it, and buy a new card, like a X1950XT. Or try to get another 7900GTX from eBay.

Wow. 19A on the +12V rail, eh? No that is not going to power your system. Please post the brand and model. nVidia reccomends at least 22A on the +12V rail so 19A is just not going to cut it. I would reccomend going with a good brand PSU such as corsair, seasonic, silverstone, enermax, FSP group.

Here is a good one for your system:

And here is a cheaper one that will get the job done with power to spare:

Well you gotta do your research before you buy :)
One reason I dont like buying from eBay - it's risky you never know what condition component you're gonna get and you might not be able to return it 8O
