Is it safe to use the water cooler for CPU ? I mean, the computer can last for so many years. Does the water doesn't get drain or will have a water build up in a tubing or worst will it not leak overtime ???

The safety of water cooling on a CPU depends on more factors than I have the time or the patience to name. But as with all things, if done with care, and with knowledge, its a perfectly safe method to cool your CPU. If the loop is done right, there should belittle chance of leaks. If additives are put in the water, mineral build ups in important blocks or in the tubing should be kept to a minimum. For more information on water cooling, I'd advise you to check the Coolers and Heatsinks section of Hardware.
