Dell boot up problems

Ok lets get started.
i am fixing a friends dell inspiron 1520 laptop because it got and error on boot up and restarts and goes round in a cycle the error saying

STOP:c0000218 .............registry failure blah blah
\system32\config\security

so i promised i would get there holiday photos safely off and not lost which i have don't by taking out the hdd and copying on my comp for the time being.

i had tried UBCD4win but when trying to build a error message came up and i could be bothered so i took the hard root and did this. now i have unlocked the folders on the HDD were the corrupt file is and planned on replacing it with the restore point from another windows file (system volume information) but i looked and there was no restore points.

so my question is how can i fix the SECURITY file without having to re format the hdd and re installing windows as you dont get installation discs with laptops or computers anymore so i dont have one.

any help will be much appreciated
