cannot change services status

I have three services in the constant act of stopping and I cannot modify
any other services in any way. The mmc locks up and the program aborts.
Windows Installer, Computer Browser, and Network Inspect report that they
are stopping. Rebooting does not help. The sevices never resolve. They
remain this way.

Any ideas would be appreciated.

Make sure that this is not caused by software that runs in the
background. See "How to Perform a Clean Boot in Windows XP"
(http://support.microsoft.com/?kbid=310353). Retry then.
