Cannot empty recycle bin

When trying to empty recycle bin, error message comes up; Cannot delete Dc13:
It is being used by another program. Close programs that might be using it
and retry. In fact there are no programs open and using this file. How do I
delete this file?

May be a process which is often seen as a program and basically is. Do a
shutdown/restart, then try again. This should close whatever is using the
file.

Being an old Windows 95 user, I had to regularly use shutdowns for some good
ol' fashioned housecleaning even though the computer had Hibernate.

Have you tried in Safe Mode? Windows is telling you that a process, not
necessarily something you would see as a "program" is running and needs to
be shutdown to release the file.
