Mouse lag in Windows?

My mouse is having problems(actually it is the cursor, because I have changed mouses and switched USB ports). Well, sometimes, the cursor freezing at some point for about 3-5 seconds. This happens even when I am not doing anything that stresses the comp(like browsing the internet). The actual mouse itself is still moving, as different buttons highlight when I move over them in the 3-5 seconds, but the visual cursor is frozen there. Any ideas as to what this problem could be? thanks!

Go into Control Panel->Mouse and adjust how fast the mouse pointer moves and accellerates.
